ABSTRACT

Following the elaboration of a Tunnel Safety Documentation for the T4 tunnel, several deviations from the European and national Standards were identified. Moreover, due the tunnels' special characteristics and its ageing equipment, the rehabilitation plan had not only to upgrade the level of safety to "Category A” as per the ADR agreement, but also to perform heavy maintenance works and provide sustainable solutions for the tunnel operations and the local community. The construction methodology poses significant challenges in the operation and the construction. Therefore, special provisions, technical and operational, were required in order for the transport of heavy and dangerous goods vehicles to be allowed in the tunnel during construction. The Covid pandemic and the geopolitical conditions (Ukraine war), seem to negatively affect the projects' duration and financing. With a budget of more than €20M, it is the first tunnel upgrade project of this magnitude and complexity in Greece, that sets the basis as refence for future tunnel upgrades. © 2023 The Author(s).

ABSTRACT

The school system was greatly affected by the COVID-19 pandemic. There is a need to assess the implementation of flexible learning in academic institutions. The study intends to describe the flexible learning as practiced in the highly urbanized University and the countryside University during the COVID-19 pandemic. This survey research aims to explore students' and faculty members' perceptions of the flexible learning modality implemented in the two institutions of higher learning. It also aims to discover the challenges, preferences, and support students and faculty need. Based on the results, learning becomes not workable given reasonable factors: strength of internet connectivity, quality of modules provided, the validity of the assessment, availability of learning devices such as smartphones, availability of budget for net data subscription, conduciveness of respective households for learning, et cetera. There should be standardized, normativized, and effective modules that are produced out of the intervention of various stakeholders. Requirements must be simple, reasonable, and workable given the students' time, resources, and capacity. Assessments should not be traditional and objective but should be authentic assessments. The digital divide should never be promoted directly or indirectly. The default system for all degree programs has to be the modules. The synchronous and/or asynchronous sessions should be made available to students but not mandatory;the University and teachers have to monitor every student's learning progress effectively. © 2022 IEEE.

ABSTRACT

Low vaccination rates, inferior-quality vaccines, limited testing, and a lack of funding forced many institutions in Sub-Saharan Africa into online-learning-only environments for two years during the COVID-19 pandemic. Instructors scrambled to put classes online. Only in 2022 did some face-to-face classes resume. Unforeseeable and unprecedented circumstances forced university personnel to function with reduced budgets and without regard for the return to in-person classes. We taught, studied, and analyzed a cohort of third-year Sub-Saharan African students who spent their first two years of studies online. We describe the struggles they faced and what can be done to make up for their shortcomings and missed opportunities. We quantify the shortcomings through focus groups, an analysis of what parts of an accredited program would have fallen short, interviews, and through anecdotal evidence. Our findings can help those who suffered a similar fate. These observations can be applied to non-STEM disciplines. © 2023 IEEE.

ABSTRACT

The oil industry is experiencing a critical situation as the Covid-19 pandemic outbreak. There are several challenges that facing the industry specially the investors as the global decline in demand for Energy merchandises, the future exploration and development drilling in new assets that require massive investments is still uncertain based on the current market price and conditions. The much-reported fall in oil prices and the acute pressure on IOCs to survive in this environment led the companies to stop many ongoing projects and shrink work profile that affected the oil production all over the world. The situation in Egypt is quite challenging for the investors as Egypt is a big consumer, along with the political stability that kept the economy running directed the big IOCs to embrace innovative approaches to lower the operating costs that has the direct impact on the cost per barrel to support maintaining the country growth and secure current energy demand. Dragon Oil company as newly introduced to Egypt's market after acquiring the market shares of one of the major joint ventures in Egypt (Gulf of Suez Petroleum Company- GUPCO) in October 2019 has faced the same dilemma of exerted pressure on the expenditures (Capex and Opex) in order to cope with the global market circumstances. However that didn't deter the company to embrace an innovative way of thinking and handling for the situation. Dragon Oil/GUPCO multi-disciplinary teams achieved successfully a production incremental increase of 10,000 barrels per day through the past six month by adapting a strategic management innovative plans, alternative lower cost technical solutions, production optimization and introducing new proved technologies to the 50 years old assets. This paper will highlight the complete workflow adopted by GUPCO/Dragon Oil teams covering the whole process aspects;appraise, select, define and execution phases to achieve the company goals. The work done was including restoring production from Shut-in offshore platforms or wells via fixing the surface network using neoteric solutions, widely applying rigless interventions using several new techniques in the current producers to maximize their production and optimizing the production cycle across the four production chokes In Summary, Dragon Oil/GUPCO teams managed to increase GUPCO's production despite of the restricted budget and the negative impact of COVID-19 pandemic on the oil price and reach an outstanding performance in operation excellence and safety aspects that results in arresting the natural decline and increase the growth production by about 15% from the 2019 Average production. ABSTRACT

The second phase of Johan Sverdrup came on stream in December 2022. This paper focuses on the execution of Johan Sverdrup phase 2 and describes the assessments and investments for improved oil recovery (IOR) from one of the largest oil fields in Norway. The Johan Sverdrup field development has been called Equinor's ‘digital flagship', and this paper includes the proof of concept for the digital initiatives after more than three years of operation. Despite the Covid-19 pandemic Johan Sverdrup phase 2 has been able to deliver on schedule, under budget, and with an excellent safety record. The paper includes experiences from the concept development and engineering phase to the global contracting strategy, through the construction on multiple building sites in Norway and globally, and until the end of the completion phase offshore Norway. Johan Sverdrup is the third largest oil field on the Norwegian Continental Shelf (NCS), and with recoverable reserves estimated at 2.7 billion barrels of oil equivalents, has the resources to be a North Sea Giant. Start-up of the Johan Sverdrup phase 2 extends and accelerates oil and gas production from the NCS for another five decades. This paper aims to highlight what it took to make Johan Sverdrup a true North Sea Giant, fit for the 21st century: a safe and successful execution of a mega-project, with next-generation facilities adapted to a more digital way of working, with an ambition to profitably recover more than 70% of the resources, while limiting carbon emissions from production to a minimum. In many ways the Johan Sverdrup development has set a new standard for project execution in Equinor. The impact of different variables made during the execution of the project, such as the Covid-19 pandemic, market effects, procurement strategies, value improvement initiatives, execution performance and reservoir characteristics is addressed, as well as describing assessments and investments for improved oil recovery (IOR). Data acquisition, Permanent Reservoir Monitoring (PRM), fibre-optic monitoring of wells, innovative technologies, and digitalization, as well as new ways of working are included. Equinor ´s digital strategy was established in 2017, and Johan Sverdrup was highlighted as a digital flagship at that time and a frontrunner in applying digital solutions to improve safety and efficiency from the development to the operational phase. ABSTRACT

In this paper, we present and demonstrate that the implementation of an efficient Project Management Strategy has effectively contributed in a safe and successful completion of a very complex 3D OBN Seismic Survey in congested Oil fields. Thus, delivering high quality data on schedule and within the predetermined budget at the full satisfaction of all involved parties and stakeholders. Strong commitment to HSSE Standards and working as an integrated One-Team with full collaboration and continuous communication between all the Team members are among the main Success Factors of the 3D seismic survey which was carried out during the critical period of COVID-19. Moreover, the deployment of experienced personnel, advanced and reliable Technologies with adequate equipment have also extended the efficiency of this OBN 3D seismic survey. Preliminary results of 3D seismic data processing, interpretation and reservoir characterization are also briefly presented and discussed as a clear enhancement of data quality was already observed compared to the legacy 3D OBC data set. A fast track small 3D cube was successfully processed as an utmost and urgent priority for appraisal well selection, design and drilling. Copyright © 2023, Society of Petroleum Engineers.

ABSTRACT

Purpose: Firms in the architectural, engineering, construction and operations (AECO) sector continue undertaking projects in a disruptive environment due to the coronavirus disease 2019 (COVID-19) pandemic. This study aims to explore environmental turbulence in the AECO project delivery space and suggest mechanisms for enhancing resilience against future pandemics. Design/methodology/approach: The study adopts the quantitative approach by administering 110 survey questionnaires to participants comprising project managers, site engineers, quantity surveyors, contractors and subcontractors. Findings: The study identifies 24 COVID-19 disruptions linked to environmental turbulence categorised as scheduling, performance and productivity, project budget, supply chain, resource allocation and technological and regulatory. The study suggested resilient mechanisms for surviving in future pandemics. Originality/value: This study enhances the understanding of environmental turbulence from the perspective of COVID-19 disruptions in AECO project delivery, while the implementation of the resilient mechanisms improves capability of AECO firms against future pandemics. © 2023, Emerald Publishing Limited.

As part of the City of Atlanta's Department of Watershed Management (DWM) transition into a 5-year rolling Capital Improvement Program (CIP), the Atlanta Program Management Services Team (PMST) was tasked with developing the Atlanta Integrated Water Resources Plan (IWRP) to incorporate project recommendations from the City's three recently completed master plans for water, wastewater, and stormwater into an integrated CIP. This effort was especially difficult as the City's available budget for CIP projects was being significantly reduced from normal years because of the adverse revenue impacts associated with the coronavirus pandemic and the uncertain economic recovery forecasts for the 5-year rolling CIP time frame. This paper details the successful development of an optimization model designed to maximize triple bottom line (TBL) and risk reduction benefits from the universe of potential water, wastewater, and stormwater projects while meeting tight financial budget limitations. The optimization model was based on OptimizerTM software by Optimatics that uses a heuristic learning algorithm, which is an approach designed to solve multi-criteria problems in a faster and more efficient manner that favors speed of process over absolute accuracy or completeness. The model used in Atlanta was the 3-dimensional (3-D) version to accumulate as much triple bottom line per dollar (TBL/$) and risk reduction per dollar (RRB/$) as early as possible in the planning horizon while minimizing budget expenditures. ABSTRACT

Oil and gas remote operations (RO) enabled by automation and digital solutions are reducing the number of people required to work in the wellsite;many subject matter experts can now complete their daily tasks from the safety of the office in town. We have been transitioning to these new ways of working for some time, and the progress has been greatly accelerated to help ensure business continuity for customers during COVID-19 restrictions, allowing high numbers of wellsite operatives the freedom to work from home. For the Oil & Gas companies that have experimented with more technology, the results have been incredible. Digital transformation has finally hit the industry and it's taking off to meet sustainable goal of upstream companies, this transformation is one such measure by which these goals can be approached. Despite the global availability of technology to handle analytical task from a safe distance, substantial drilling activities have been carried out traditionally across globe. Such traditional drilling operations were carried out in Thailand where client and SLB work together in fast paced factory drilling environment where an oil well can drill and complete within 7 days for 2 strings (2-sections only) 2400-2600 m in onshore operation which requires experienced people to monitor and execute tasks. To support such operation from town i.e., remotely with systematic monitoring by skilled people, one requires to adapt digitization. This paper demonstrates the ability of SLB to adapt the digital environment by introducing "Remote Operation Center" setup enabling to help client achieve their sustainable goals within budget and provided an alternate solution to sustain operations in COVID-19 pandemic. Remote Operations is the ability to operate a system or a machine at a distance;one can handle multiple operations from a safe environment of office in town using technology. It unfolds analytical task & physical task;the former is handed over to Remote Operation Center and physical task is left at rig crew. The Remote Operation Center execute both Directional Drilling (DD) and Measurement & Logging While Drilling (MLWD) services at the well site, from town. Executing Directional Drilling Remote Operation was more challenging. RO moves industry towards future and pushes all other traditional players to work on sustainable goals while adapting to digital environment. ABSTRACT

Purpose: This study aims to create a system dynamics simulation model to forecast the performance of small and medium-sized enterprises (SMEs) if some decision-making is executed to reduce the negative of the coronavirus disease 2019 (COVID-19) pandemic. In particular, this study will focus on SMEs that belong to the furniture industry because the furniture industry is one of the leading industries in Indonesia. Design/methodology/approach: The study develops a system dynamics-based model by using three subsystems, i.e. the "production subsystem,” "demand and revenue subsystem” and "raw material (or wood supply) subsystem.” Findings: The best scenario is the third scenario which increases the capacity to the normal situation and government subsidy during and after the pandemic. This scenario gives the best performance for industry revenue and gross domestic product (GDP). However, for the government, the most significant expenditure occurs in the third scenario. This seems a trade-off for the government whether to save the wooden-based furniture industry by encouraging the industry to continue operating during the pandemic accompanied by high subsidies or limiting the activities of the wooden-based furniture industry to prevent the spread of COVID-19 by providing low subsidies. Research limitations/implications: First, this study does not try to combine the system dynamics (SD) methodology with the other method or use a multi-methodology since SD has several limitations and the other method may have several advantages compared to SD. Second, the models used in this study do not consider the decline in forest area and quality. Third, the demand for wooden-based furniture is obtained from historical data on domestic and foreign sales and fourth, the model does not include the government budget as a constraint to make any subsidy to help the SMEs. Practical implications: This study provides essential insights into implementing the policies in the world pandemic situation when SMEs face lockdown policy. Social implications: The study revealed that relevant policy scenarios could be built after simulating and analyzing each scenario's effect on SMEs' performance during the pandemic. Originality/value: This study will enrich the previous study on the impact of the pandemic on SMEs and the dynamic system modeling on SMEs. The previous study discussed the pandemic's impact on SME performance and the impact's analysis in isolation from the dynamic nature of SME owners' decisions or government policy. In this study, the impact generated from the pandemic situation could be different depending on the decision and policies taken by managers from SMEs and the government. © 2023, Emerald Publishing Limited.

Decision trees are powerful tools for data classification. Accelerating the decision tree search is crucial for on-the-edge applications with limited power and latency budget. In this paper, we propose a content-addressable memory compiler for decision tree inference acceleration. We propose a novel ”adaptive-precision”scheme that results in a compact implementation and enables an efficient bijective mapping to ternary content addressable memories while maintaining high inference accuracies. We also develop a resistive-based functional synthesizer to map the decision tree to resistive content addressable memory arrays and perform functional simulations for energy, latency, and accuracy evaluations. We study the decision tree accuracy under hardware non-idealities including device defects, manufacturing variability, and input encoding noise. We test our framework on various decision tree datasets including Give Me Some Credit, Titanic, and COVID-19. Our results reveal up to 42.4%energy savings and up to <inline-formula><tex-math notation="LaTeX">$17.8\times$</tex-math></inline-formula> better energy-delay-area product compared to the state-of-art hardware accelerators, and up to 333 million decisions per sec for the pipelined implementation. ABSTRACT

The Port of San Diego's B Street Pier facility (Pier) is the busiest cruise terminal in the City of San Diego with over a hundred ship calls annually (pre-COVID). The Pier is an approximately 9.4-acre bulkhead faced mole extending about 1,000 ft into San Diego Bay and approximately 400 ft wide. On the three offshore sides of the bulkheaded mole are marginal pile supported wharfs constructed in 1923. The upland side of the mole is a concrete gravity seawall constructed in 1900. The mole soils consist of hydraulically placed dredge spoils and are susceptible to liquefaction.The existing Pier containment walls are deemed inadequate for seismic loading, mainly due to the presence of liquefiable materials both in front of and behind the existing containment wall. A solution consisting of an improved Deep Soil Mixing (DSM) zone coupled with the installation of a new steel sheet bulkhead was selected to retrofit and upgrade the Pier to current seismic standards. A key aspect of the design was to minimize loading induced from the wharf onto the existing curtain wall during an earthquake. The DSM zone is intended to serve a triple purpose, that is to improve shear strength of the soils behind the curtain wall, to mitigate the impact of liquefaction, and to provide sufficient bearing for potential future lightly loaded structures which may be constructed on the Pier. To obtain a cost-effective design and limit the DSM zone extents, the design also needed to limit the seismic load contributions to the DSM from the marginal wharves during seismic conditions. A development plan consisting of a multi-phased construction plan was determined to meet the Port's capital improvement needs and budget. Phase I development will install the DSM zone and steel sheet pile bulkhead along the south and west face of the mole. Future work will include wharf pile and deck replacement along with completing curtain wall replacement along the north face of the mole. This paper presents the geotechnical design challenges and considerations associated with the design of the DSM and sheet pile system comprising Phase I of the development plan. Key aspects of the geotechnical design included the selection of appropriate liquefaction resistance of the DSM improved zone, designing for the lateral spread of the slope in front of the curtain wall, assessment of stability and deformation of the proposed sheet pile, and the determination of the seismic earth pressures. © ASCE.

Stunted growth is a condition in which toddlers are less than their age or height. As a result, non-optimal nutritional needs were satisfied in the first 1000 days of life. A child suffering from stunting has a slower cognitive and physical development than he should. Stunting also decreases productivity and health. This disease has a risk of degenerative diseases such as diabetes. Stunting in children under five requires special attention because it inhibits physical, mental, and cognitive development effects. Stunting at an early age can increase the risk of death, morbidity, and non-optimal posture in adulthood. Stunting prevention requires behavior change in all intervention targets, especially the primary targets, mothers and toddlers. The number of blockages and malnutrition in Indonesia is expected to increase significantly due to the COVID-19 pandemic. The pandemic has made it more challenging to meet children's nutrition during their growth and development. This pandemic has also prevented monitoring activities for the growth and development of children early in life. The monitoring activities are usually implemented at Integrated Healthcare Centers in villages or in Posyandu. If approximately undetectable through weight measures, body length, and head circumference, children can suffer from chronic malnutrition and become inhibited. Therefore, our $SiCenting+Team$ created a Website about Stunting education for the community in Pandeglang Regency. $SiCenting+is$ an application developed for Mothers, Policymakers, and Posyandu. Extensive data was processed to assist stunting screening for use by cadres with family profiles related to specific nutritional factors and sensitive nutrition. Furthermore, villages can use this data to plan the budget for stunting reduction programs at the village level through village deliberations. ABSTRACT

Approaches such as problem and project-based learning (PBL) are the cornerstone of modern engineering curricula. With a growing need to move these student-centred active learning curricula to online and blended learning environments due to issues including increasing cohort sizes and limited budgets, it is essential that instructional designers in engineering education understand the impacts that these differing mediums may have on student collaboration. This study is the beginning of a body of work with the aim to develop effective teaching and learning strategies for team project-based learning in online and blended learning environments. This case study was carried out in an Irish university in 2021 in a first-year engineering module during the COVID-19 pandemic. The study followed an explanatory mixed methods design in which a questionnaire and semi-structured interviews were utilised to collect data. The research data was gathered in two phases. Phase 1 included a questionnaire with both closed- and open-ended questions (N=94). Phase 2 was based on semi-structured interviews (N=7). This paper will focus on the qualitative datasets, including the open-ended questions and interviews. After completing a thematic analysis, we identified six themes and eighteen sub-themes that affect students' perceptions of team project-based learning (PBL) in an online environment. Each of these themes are discussed within this paper. Cloud computing is currently one of the prime choices in the computing infrastructure landscape. In addition to advantages such as the pay-per-use bill model and resource elasticity, there are technical benefits regarding heterogeneity and large-scale configuration. Alongside the classical need for performance, for example, time, space, and energy, there is an interest in the financial cost that might come from budget constraints. Based on scalability considerations and the pricing model of traditional public clouds, a reasonable optimization strategy output could be the most suitable configuration of virtual machines to run a specific workload. From the perspective of runtime and monetary cost optimizations, we provide the adaptation of a Hadoop applications execution cost model extracted from the literature aiming at Spark applications modeled with the MapReduce paradigm. We evaluate our optimizer model executing an improved version of the Diff Sequences Spark application to perform SARS-CoV-2 coronavirus pairwise sequence comparisons using the AWS EC2's virtual machine instances. The experimental results with our model outperformed 80% of the random resource selection scenarios. By only employing spot worker nodes exposed to revocation scenarios rather than on-demand workers, we obtained an average monetary cost reduction of 35.66% with a slight runtime increase of 3.36%. © 2023 John Wiley & Sons, Ltd.

ABSTRACT

A painful lesson got from pandemic COVID-19 is that preventive healthcare service is of utmost importance to governments since it can make massive savings on healthcare expenditure and promote the welfare of the society. Recognizing the importance of preventive healthcare, this research aims to present a methodology for designing a network of preventive healthcare facilities in order to prevent diseases early. The problem is formulated as a bilevel non-linear integer programming model. The upper level is a facility location and capacity planning problem under a limited budget, while the lower level is a user choice problem that determines the allocation of clients to facilities. A genetic algorithm (GA) is developed to solve the upper level problem and a method of successive averages (MSA) is adopted to solve the lower level problem. The model and algorithm is applied to analyze an illustrative case in the Sioux Falls transport network and a number of interesting results and managerial insights are provided. ABSTRACT

In 2019, predictive models were initially developed to attempt to better predict an annual budget for staffing overtime hours within a Royal Canadian Navy (RCN) fleet maintenance facility. The H20.ai open-source framework was used, and models were implemented in the R programming language. Model validation at the time showed the predicted hours were within 5% error rate compared to the actual data. However, when it came to re-apply the process to fiscal year 2020/2021 data, the impact of the COVID-19 pandemic on factors such as the workforce and the logistics supply chain, changed the system dynamics sufficiently that the autoML algorithms had difficulty generating accurate estimates. Therefore, it was decided to examine how times series forecasting methods would predict overtime hours at the fleet maintenance facility. Since historical daily data were readily available, the open-source Prophet model developed by Facebook was used because it can incorporate multiple seasonal patterns, as well as variable holiday effects. The models were tested on fiscal years 2019/2020 and 2020/2021, which showed over 90% accuracy in predicting the total overtime hours. The revised approach in this follow-on study was used to provide financial comptrollers with a prediction for fiscal year 2021/2022. © 2023, Springer Nature Switzerland AG.

ABSTRACT

This study is aimed at analyzing the features of the functioning of the hospitality industry in the South of Russia. The authors gave a brief description of the Southern Federal District, analyzed the quantitative indicators of collective accommodation facilities, the total number of rooms in hotels and rooms of the highest category in hotels and similar accommodation facilities over the past five years. The study revealed the degree of impact on the hospitality industry of the analyzed region of the pandemic caused by COVID-19, analyzed the income from the services provided by collective accommodation facilities of the Southern Federal District, including the republics of Adygea, Kalmykia, Crimea, Krasnodar Territory, Astrakhan, Volgograd, Rostov regions and the federal city of Sevastopol. The study includes statistics on the number of citizens of the Russian Federation and foreign citizens accommodated in collective accommodation facilities, the average number of employees of hospitality industry enterprises. The analysis made it possible to develop recommendations for improving the activities of city hotels and suburban accommodation facilities through the use of new, more efficient sales channels, the introduction of personalization using CRM systems, expanding the list of additional services that make it possible to develop comprehensive tourist offers such as weekend tours, which will allow if you do not provide new jobs, then save the existing ones, contribute to preventing the closure of business in the hospitality industry, thereby maintaining the standard of living in the district by maintaining the income of the population and preserving the income of local budgets. © 2023, The Author(s), under exclusive license to Springer Nature Switzerland AG.

ABSTRACT

Bali is one of the islands known as a tourist destination with the main purpose of traveling to Bali to enjoy the beauty of nature. Various tourist activities in Bali are well known both nationally and internationally. With so many types of tours available in Bali, travelers, especially first-time visitors, may need a guide on the tourist attractions they want to visit in Bali. However, some tourists, especially backpackers, backpackers are known to explore tourist attractions independently, freely, and with as little budget as possible. Concerning this statement and the decline in tourists to Bali due to the impact of the Covid-19 pandemic, the author decided to use the Haversine formula to develop a geographic information system for smart backpacker travel recommendations. with this problem. This Android application helps tourists travel from registration to tour guides. Implementing the Haversine formula in your app is equivalent to up to 88% of the distance reported by the Google Maps API. These results are used as a recommendation function for the selection of attractions by showing the distance between the previous backpacker's location selection and attractions. © 2022 IEEE.
